Federal Medicare program for railroad workers/retirees, administered separately from standard Medicare. Distinct enrollment + welcome-letter flow.

- Rizal (Theoria) attaches welcome letters into Medallion as they arrive.
- Going forward, Rizal will also email
help@after attaching, so Medallion’s automation queue actually picks them up.
Pain Points / Open Issues
- Process gap: client-attached welcome letters not picked up by Medallion automation queue — multiple Mark Peterson-style provider lines untouched since February despite welcome letters being attached.
- Open question: does each PTAN get its own Railroad number, or is there one Railroad number shared across PTANs? Amy unsure.
